The East Asian region has received the greatest attention from the international community over a wide range of issues. One of the burning issues in the region is the territorial dispute between Japan and Korea over "Dokdo". Dokdo is a group of rocky islets that includes "Dongdo" and "Seodo" along with 89 other small islets. Located 87.4 km from the southeast of the Korean island of Ulleungdo and 157.5 km from the Japanese island of Oki, Dokdo is recognized for its intrinsic characteristics. Nestled in the warm East Sea current, Dokdo is home to many species of birds and flowers. It is a center for fishing and maritime exploration. The area is believed to be rich in natural resources. The beautiful panoramic and vivid observations of the islets define their significance by attracting thousands of tourists every day. And therefore due to its splendid nature and dynamic characteristics, Dokdo can undoubtedly be called "a pearl in the East Sea". Due to its significant economic and strategic importance, Dokdo has been widely claimed by both Japan and Korea for centuries. Japan has consistently claimed its sovereignty over the islets in the name of "Takeshima", which was officially incorporated into Shimane Prefecture in 1905. Japan claims that significant activities have taken place on the islets since the early 17th century and they were apparently under the helm of its authorities. Japan claimed its authority over the territory based on historical facts on the one hand and international norms and treaties on the other. The “San Francisco Peace Treaty” of 1951 is one of the strongest international instruments that made Japan more assertive in its claims. Since Dokdo appears to be under Korea's effective control, Korea should be able to persuade Japan to claim sovereignty over Dokdo through meaningful dialogue and lobbying within international systems. Having acquired an unprecedented partner who jointly hosted the FIFA World Cup in 2002, both neighboring countries – Japan and Korea – should move forward with a greater level of mutual trust, goodwill and understanding to make the region more prosperous and dynamic..
