The number of situations appearing with public indifference is increasing in the current community. This lack of perception by the general public is a cause for concern. There is a recent case in China, Yue-yue, a two-year-old girl was run over twice, ignored by eighteen passers-by in seven minutes without any help, and finally fainted. This article agrees with the belief that social apathy is a problem in today's world. There are two main reasons for this: first, the frightening emotion of negative outcome after witnessing others, and second, the bystander effect. The first reason for the problem of public indifference in the recent world is the negative feeling of the dangerous outcome after shaking hands. to others. The theme of citizens lending a hand to others, having to be responsible such as paying large sums of money appears more and more frequently in the latest news. It seems that the more the person has performed a dignified act, the greater the chance that he or she will face such a harmful responsibility. If there is a situation where someone is hurt, bystanders might think twice before doing so. This idea can make people afraid to lend a hand to others. According to “The Economist” (2013), in 2007, an elderly woman whom Peng Yu helped after claims that a man caused the accident. He was ordered to pay a large sum of money. The rate of such cases is increasingly higher in society. The case appears to lead people to believe that they would have negative consequences. Whenever they see that someone needs help, they might think twice before doing so. It's not fair to people if they help others but have the possibility of getting hurt. This feeling is one of the most influential reasons for creating detachment in society.
