Although data indicates that there is no improvement in the well-being of the poor in Sidayu village, in reality PNPM Rural directly contributes to increasing the well-being of the poor by providing incentivize poor families who participate in the construction of the project as workers and donate money through microcredit programs. As of 2010, there are 142 poor families working as project workers paid 35,000 rupees per day by TPK. During the microcredit program, TPK had distributed Rs 29,000,000 in loans to 29 poor women. However, poor women's income has not improved as expected from the credit service provided to them. In terms of infrastructure (construction), PNPM has achieved the project scope, i.e. 10km of cliff road, 1km2 of dam, 10km of clean water canal, 5km irrigation canal, 3km drainage have been achieved successfully. Furthermore, these infrastructure constructions have been carried out as per the specified quality standards as demonstrated by the technical experts. Based on the above data we give a moderate opinion on the effectiveness of the project.d. Impact Three questions were proposed to evaluate the impact of PNPM rural projects, namely: 1) Has the PNPM rural project empowered the target poor? Has the infrastructure created by the PNPM Rural project been developed in Sidayu village? Although PNPM Rural failed to reduce the poverty rate, in the short term the program had a direct impact on the poor in Sidayu village. PNPM Rural directly contributes to increasing the well-being of the poor by providing incentives to poor families who participate in the construction of the project as workers and by donating money through microcredit programs. PNPM Rural effort to improve the capacities of individuals and communities, particularly poor people, to make consensual decisions and convert such decisions into actions and expected outcomes that enhance their prosperity. By implementing PNPM Rural, the Indonesian government provides resources and opportunities for poor people to participate in the development process from planning to maintenance. Based on our evaluation, we conclude that PNPM Rural has been able to empower the poor in the development process especially in terms of deliberation and infrastructure construction. But in terms of the ultimate goal of “poverty alleviation”, PNPM Rural has not been able to reduce the poverty rate in Sidayu village. Based on the evaluation, we have some recommendations for the national government, Batang local government and Sidayu community and Sidayu village government.
