SummaryIntroWhat is Advance Procurement of Contractors?Advance Procurement of Contractors is a way of involving the contractor before the construction phase begins (Mosey, 2011). The idea is to make use of the contractor and his knowledge and understanding of the construction industry. This means fewer disputes over design issues. When the client has invested time and money in the design and the contractor is not involved, and then is expected to complete all the work, there is likely to be disputes but the client would lose the contractor's ideas on how to save costs . So is collaborating from the beginning and knowing the job, the client and their goals the right way to go? When this is done, it is called a partnership. Construction partnership is when the owner, consulting engineer and contractor come together to improve communications and avoid disputes by working together towards shared and common goals and objectives on a project (Broome, 2002). Partnership during the recession As we all know the construction industry is going through a volatile period, this means there is a lot of cynicism and suspicion, where contractors make dangerously low offers in tenders, and clients are often tempted to accept them. But in reality the contractor just wants to get a foot in the door so they exploit the client by poking holes in their design work and then having to "re-evaluate" their bid once the contract is signed. There was a recession in the 1990s due to claims and insolvencies leading to the 1994 Latham report, Latham's work improved construction practices, from new contract forms to encouraging partnership as a means of providing good value ( Latham, 1994), cited in (Mosey, 2011).
