The president did not know that Napoleon had already given up on his dreams of his plans in Louisiana; this would result in one of the greatest shocks known in American history. When James Monroe arrived in mid-April 1803, he would have been surprised to learn that the French would ask if the United States was interested in purchasing all of Louisiana's territories! Napoleon would offer the entire Louisiana Territory for $15 million, but right now we have a problem.
