Counterintelligence methods will always be controversial, but when the efforts remain focused and the purpose is to protect the process of protecting our nation, then we can see that it is an effective method. If we did nothing, there would be no nation to protect. It is important to understand how the target will function. In this process it is important to improve counterintelligence in the United States, otherwise we will be faced with a violation of civil liberties. As the system needs updating, so does our view of how terrorist organizations work
