There is no greater obligation on school officials than to protect the children in their care from foreseeable dangers, whether those dangers result from careless acts or wrongdoing intentions of others. Although the primary mission of an educational committee is to educate, its first imperative must be to do no harm to the children entrusted to its care. A school board must take reasonable steps to ensure that teachers and administrators who serve as surrogate parents during the day educate, do not endanger, and protect, not exploit, vulnerable children (Frugis v.
