Since the use of HIE is for the "greater good" of the population, it may be supported through taxes or other local assessments. However, raising taxes, of any size, is a politically heated topic and could be a difficult sell to voters. Brokerage Commission Model The brokerage commission model uses a third party to offer services through the HIE network. In this case the third party could develop an application that is beneficial to an organization. Part of the fee collected for using the application would be passed on to the HIE as an additional revenue stream. Conclusion Although health outcomes could increase with the implementation of HIE and RHIO, implementing such programs is not easy. The financial burden of tackling such a task may be more than some organizations are willing to take on, however, with healthcare reform it is inevitable that all organizations will need to increase healthcare outcomes and reduce costs. A well-planned HIE and RHIO could be just the way forward for the population
