Over the years, reformers sought to solve social problems and government corruption. Some Progressive Era reforms in 1900–1920 were ineffective. However, the fight against unfair treatment, breaches of trust, and changes in government have led to the success of reform movements. Thus the reform movements of their time had some limitations but overall led to success. Some reforms began with ending unfair treatment in society. In Spirit of Youth and the City Streets, Jane Addams expresses her concern about educators who do not teach why children work in factories instead of receiving an education; the children did not have the childhood they deserved. Jane Addams was a feminist who gained the confidence to stand up against social issues in a Settlement House, just like many other feminists. In 1918, the court case Hammer v. Dagenhart led to the states' decision on the regulation of interstate commerce in goods produced by children under sixteen.
